The comparison of safety management score between hazardous material transportation sizes and accident occurrences
Abstract:
This study aimed to compare safety management systems (Chevrons Rating Process) between sizes of hazardous material transportation (on the road) and accident occurrences. The design study was a cross sectional descriptive study. Data were collected by interviewing the safety representatives of enterprises who registered with The Department of Transportation, Ministry of Communications, Thailand. The
subjects were divided according to the sizes of enterprise (i.e. small, medium and large enterprises) and the safety program groups of safety management with accident statistics of Injury Frequency Rate (IFR), Injury Severity Rate (ISR) and Safe-T-Score in the years 2001-2002 were compared. The percentage of small, medium and large-sized enterprises were 40.85, 43.66 and 15.49, respectively. The average safety management score of hazardous material transportation (on road) enterprises was 70%. It was classified as a good safety process group according to Chevrons Rating Process which conformed to IFR & ISR occurrences and was lower than the National Safety Councils (NSC) 1999 report. The comparison of accident occurrences during the year 2001-2002 revealed by the average Safe-T-Score was 2.03. It was also shown that the number of accidents in year 2002 was higher than in the year 2001. The safety programs of the hazardous material transportation enterprises were found to be at a good level. This finding was related to a better performance regarding accident occurrences. This study recommends that the implementation of Chevrons rating process for hazardous material transportation enterprises could improve and upgrade overall loss control performance in Thailand. The recommendations for improvement of safety management for hazardous material transportation enterprises are safety work permits and confined space entry, investigation, reporting and cause analysis (Off-the-job accident), design safety, internal self-inspection or auditing, and safety meetings
