Abstract:
This study has been conducted with the two objectives:-
1. To study the level of acceptance, acknowledgement, knowledge and attitude
to public participation in the administration of a Tambon municipality , and ,
2. To compare the acceptance between the administrators and the members of a
Tambon Municipality Council of public participation in the administration of a
Tambon municipality.
The data was collected by mean of questionnaire given to the administrators
and the members of 13 Tambon municipal council in Chumphon province, totaling
156 samplings. The collected data was analyzed by the use of statistics, frequency,
percentage, minimum, maximum, mean, arithmetics, standard deviation T-test and
One Way Anova
The research found the following results:-
1. The level of acceptance, acknowledgement and knowledge of public
participation in the administration of a Tambon Municipal Council in Chumphon
province was high. Contrarily, the level of attitude on the public participation in the
administration of a Tambon municipality was low.
2. Sex, educational level and experience of participation in activities
supporting the participation in the administration of the local administrative
organization has a statistically significant effect on the attitude towards the acceptance
of public participation in the administration of a Tambon municipality. The position
of administrators and members of a Tambon municipal council has no statistically
significant effect on the acceptance of public participation in the administration of a
Tambon municipality .
Abstract:
การศึกษาครั้งนี้มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาระดับการยอมรับ การรับรู้
ความรู้ และ ทัศนคติในการให้ประชาชนเข้ามามีส่วนร่วมทางการบริหารของเทศบาลตำบล และ 2)
เปรียบเทียบการยอมรับให้ประชาชนเข้ามามีส่วนร่วมทางการบริหารของเทศบาลตำบลระหว่าง
ผู้บริหารและสมาชิก สภาเทศบาลตำบล เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกลุ่มประชากร คือ
ผู้บริหารและสมาชิกสภาเทศบาลตำบลทั้ง 13 แห่งในจังหวัดชุมพร รวม 156 คน วิเคราะห์ข้อมูล
โดยใช้สถิติความถี่ ร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน T-test
และ One Way Anova
ผลการวิจัยมีข้อค้นพบ ดังนี้
1. ระดับการยอมรับ การรับรู้ และความรู้ในการให้ประชาชนเข้ามามีส่วนร่วมทางการ
บริหารของเทศบาลตำบลในจังหวัดชุมพรอยู่ในระดับสูง ส่วนระดับทัศนคติในการให้ประชาชน
เข้ามามีส่วนร่วมทางการบริหารของเทศบาลตำบลในจังหวัดชุมพรอยู่ในระดับต่ำ
2. เพศ ระดับการศึกษา ประสบการณ์ในการเข้าร่วมกิจกรรมที่ส่งเสริมการมีส่วนร่วม
ทางการบริหารขององค์กรปกครองส่วนท้องถิ่น มีความแตกต่างทางความคิดเห็นด้านการยอมรับ
ให้ประชาชนเข้ามามีส่วนร่วมทางการบริหารของเทศบาลตำบลอย่างมีนัยสำคัญทางสถิติ ส่วน
ตำแหน่งหน้าที่ในเทศบาลมีความแตกต่างในการยอมรับให้ประชาชนเข้ามามีส่วนร่วมทางการ
บริหารของเทศบาลตำบลระหว่างคณะผู้บริหารและสมาชิกสภาเทศบาลตำบลอย่างไม่มีนัยสำคัญ
