Abstract:
วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษาการจัดบริการสำหรับผู้สูงอายุของศูนย์บริการทางสังคมผู้สูงอายุของกรมประชาสงเคราะห์ในกรุงเทพมหานครและการมีส่วนร่วมของผู้สูงอายุในการจัดบริการดังกล่าวรวมทั้งเป็นปัจจัยที่มีผลต่อการมีส่วนร่วมโดยศึกษากลุ่มตัวอย่าง 3 กลุ่ม คือกลุ่มผู้สูงอายุที่เข้าร่วมกิจกรรมในศูนย์บริการทางสังคมผู้สูงอายุดินแดง 8 คน ศูนย์บริการผู้สูงอายุบางแค 8 คน ศูนย์ผู้สูงอายุบ้านทิพย์สุคนธ์ 8 คน กลุ่มเจ้าหน้าที่ของศูนย์ดังกล่าวแห่งละ 3 คน รวม 9 คน กับกลุ่มครอบครัว ญาติ และเพื่อนบ้านในพื้นที่ศูนย์ฯ แห่งละ 5 คน รวม 15 คน ผลการศึกษาพบว่าการบริการสำหรับผู้สูงอายุของศูนย์ฯ เป็นการจัดบริการให้ผู้สูงอายุที่อยู่กับครอบครัวมาใช้บริการโดยเป็นศูนย์กลางให้ผู้สูงอายุได้มาพบปะสังสรร แลกเปลี่ยนความคิดเห็นประสบการณ์ และทำกิจกรรมร่วมกัน โดยมีบริการด้านสุขภาพอนามัย กายภาพบำบัดอาชีวบำบัด สังคมสงเคราะห์ สันทนาการ กีฬาและด้านศาสนา ในการมารับบริการนั้นผู้สูงอายุจะมาในลักษณะบุคคลมากกว่าในลักษณะกลุ่มหรือโครงการเนื่องจากผู้สูงอายุไม่ได้รับการสนับสนุนให้เข้ามามีส่วนร่วมในการจัดบริการเท่าที่ควร แต่ขึ้นอยู่กับความสนใจ ความพึงพอใจ และความต้องการของผู้สูงอายุเอง สำหรับการมีส่วนร่วมในการจัดบริการทางสังคมผู้สูงอายุในลักษณะกลุ่ม หรือโครงการ ผู้สูงอายุส่วนน้อยที่มีส่วนร่วม ถึงแม้ว่าศูนย์จะกระตุ้น และสนับสนุนการมีส่วนร่วมแต่ก็ยังไม่พอทั้งนี้เพราะผู้สูงอายุส่วนใหญ่ยังไม่มีศักยภาพเพียงพอในการมีส่วนร่วมในลักษณะดังกล่าว ในด้านกระบวนการการมีส่วนร่วม ผู้สูงอายุทุกคนมีส่วนร่วมในขั้นตอนการปฏิบัติ ผู้สูงอายุเพียง 2-3 คน มีส่วนร่วมในการแสดงความคิดเห็นการตัดสินใจ วางแผน ติดตามและประเมินผลการจัดบริการโครงการและกิจกรรม สำหรับปัจจัยที่มีผลต่อการมีส่วนร่วมพบว่า ปัจจัยบุคคล เกี่ยวกับอายุ อาชีพ รายได้ ระดับการศึกษา บทบาทหน้าที่ในครอบครัว สภาวะสุขภาพร่างกาย และจิตใจของผู้สูงอายุที่มีผลกระทบต่อการมีส่วนร่วม โดยทำให้ลักษณะและกระบวนการการมีส่วนร่วมแตกต่างกัน ในด้านปัจจัยทางสังคม ที่มีความสัมพันธ์ต่อการมีส่วนร่วม ได้แก่ การสนับสนุนส่งเสริมของครอบครัว ญาติ เพื่อนบ้าน มีผลต่อการมีส่วนร่วมของผู้สูงอายุ ส่วนปัจจัยสิ่งแวดล้อม คือการมีเวลาว่างของผู้สูงอายุมีความสัมพันธ์ต่อการมีส่วนร่วมของผู้สูงอายุ กล่าวคือ ผู้สูงอายุที่มีเวลาว่างมากจะมีส่วนร่วมสูง ในขณะที่ระยะทาง และความสะดวกสบายในการเดินทางไม่มีความสัมพันธ์ สำหรับปัจจัยองค์กร หน่วยงานอันได้แก่ นโยบาย วัตถุประสงค์ บุคลากร และลักษณะกิจกรรมของศูนย์ฯ มีส่วนส่งเสริมการมีส่วนร่วมของผู้สูงอายุ กล่าวคือ นโยบาย วัตถุประสงค์ที่มุ่งเน้นให้ผู้สูงอายุเข้ามามีส่วนร่วมบุคลากรของศูนย์ฯ พยายามกระตุ้นส่งเสริมรวมทั้งมีการประเมินและปรับปรุงกิจกรรมของศูนย์ฯ ให้เป็นไปตามความต้องการของผู้สูงอายุ การศึกษาครั้งนี้มีข้อเสนอแนะคือการจัดสวัสดิการสำหรับผู้สูงอายุควรเพิ่มด้านการศึกษาตลอดชีวิต ควรมีเกณฑ์ในการจำแนกผู้สูงอายุในการเข้าร่วมกิจกรรมต่าง ๆ ควรสนับสนุนให้ผู้สูงอายุมีส่วนร่วมในการจัดกิจกรรมมากขึ้น ควรขยายบริการให้ครอบคลุมผู้สูงอายุในชุมชนที่ไม่สามารถมารับบริการที่ศูนย์ได้เพราะอยู่ไกล โดยมีการเปิดศูนย์เพิ่มขึ้น หรือการออกเยี่ยมบ้านควรมีการประเมินการจัดบริการอย่างสม่ำเสมอ ตลอดจนกระตุ้นประชาชนให้ตระหนักถึงความสำคัญของผู้สูงอายุ รวมทั้งเผยแพร่ประชาสัมพันธ์ให้ประชาชนเข้าใจการดำเนินงานของศูนย์อย่างต่อเนื่อง ด้านการศึกษาวิจัย ควรมีการศึกษาการมีส่วนร่วมของผู้สูงอายุในการจัดบริการสำหรับผู้สูงอายุของศูนย์บริการทางสังคมผู้สูงอายุอื่น ๆ ทั้งภาครัฐ และภาคเอกชน และศึกษาเปรียบเทียบการมีส่วนร่วมของผู้สูงอายุในการจัดบริการระหว่างศูนย์ฯ และชมรมผู้สูงอายุอื่น ๆ ที่มีผลต่อการพัฒนาด้านร่างกายและจิตใจของผู้สูงอายุ
The purpose this thesis was to find out the services provided by the Social Service Centers for the Elderly Persons under Public Welfare Department in Bangkok, the participation of the elderly in the offered services and the factors influencing their participation. Unit of study were divided in to 3 groups: 24 elderly attending 3 Social Service Centers, Dindaeng, Bangkae and Baanthipsukhon at 8 from each, 9 staffs of each and 15 persons from families, relatives and neighbours within the areas of those 3 Social Service Centers at 5 from each. The results of the study showed that the services provided for the elderly living with their families at the center were to let them interact, exchange their opinions, share their experiences and take part in mutual activities. The services based on health, physiotherapy, occupational therapy, social work, recreation and sport, education and religious practices. The elderly come to take part in the provided activities on individual more than group or project basic owing to an insufficient support, but rather on their satisfaction and needs. Despite the Social Service Centerss encouragement, very few elderly participated in the services due to their lack of potentials. Considering the participating process, every elderly get involved in activities performance while some took more part in expressing their opinions and making decisions, planning, nonitoring and evaluating projects or activities launched. According to 4 factors influencing the elderlys participation, the personal factor due to their ages, occupation, income, education background, family role, physical condition effected on their different pattern and process of involvement. The social factors particularly families, relatives and neighbourss support played the important roles in encouraging the elderlys participation. The environmental factors especially their spare-time contributed much to their participation while distance and travelling convenience did none. The organization factors, distinctively the organizations policies and objectives focusing on the elderlys participation, the organizations staff who encouraging their participation and the organizations methods of monitoring and evaluating aiming towards improving their activities to meet the elderlys needs. The suggestions derived from the study welfare provision for the elderly should emphasize more on life long education, a certain criteria should be initiated to classify the elderly, a higher degree of support and encouragement for the elderlys participation should be devpted, the elderlys service should be spread out all over the communities thought opening more centers and provision of home visit service while evaluation of all services lunched should be done continuously and the values of the elderly should be stimulated together with a wide promotion of public relations on this issue. In order to fulfill the body of knowledge, further studies on the following topics should be encourage, i.e., the study of the elderlys participation in the services of the Social Service Centers, both public and private owned and a comparative study on patterns of the elderlys paitcipation process between the Social Service Centers and the other elderly clubs.
