Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาบริบทการบริหารจัดการงานวิจัยของมหาวิทยาลัยราชภัฎเพชรบูรณ์ และ (2) เพื่อศึกษาการบริหารจัดการพัฒนาข้อเสนอโครงการวิจัยของมหาวิทยาลัยราชภัฎเพชรบูรณ์ เป็นการวิจัยเชิงคุณภาพ โดยใช้การประชุม (Meeting) แบบสอบถาม (Questionnaire) การสัมภาษณ์ (Interview) และการศึกษาเอกสาร (Documentary review) การวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา (Content Analysis) ปรากฏผลการวิจัยดังนี้ 1. การศึกษาบริบทการบริหารจัดการงานวิจัยของมหาวิทยาลัยราชภัฎเพชรบูรณ์ พบว่า มหาวิทยาลัยมีสถาบันวิจัยพัฒนาเป็นหน่วยงานที่รับผิดชอบการบริหารจัดการวิจัย มีงบประมาณสนับสนุนการวิจัย บุคลากรในมหาวิทยาลัยมีความรู้ความสามารถในการทำงานวิจัย มหาวิทยาลัยกำหนดให้งานวิจัยเป็นภาระงาน และมีความสามารถในการหาทุนสนับสนุนจากภายนอก สำหรับสภาพการบริหารจัดการงานวิจัยของมหาวิทยาลัยโดยสรุป มีทั้งหมด 6 ด้าน ได้แก่ (1) ด้านผู้บริหารเห็นความสำคัญของการทำผลผลิตงานวิจัยของอาจารย์น้อยและไม่สนับสนุนบุคลากรมากเท่าที่ควร (2) ด้านงบประมาณเรื่องการขาดทุนสนับสนุนการวิจัยในด้านการจัดการการอบรมให้ความรู้นักวิจัย ทุนวิจัยภายในจำนวนเงินน้อยไม่สร้างแรงจูงใจ (3) ด้านการบริหารทรัพยากรบุคคลอาจารย์มีความกระตือรือร้นและเห็นคุณค่า แต่ยังขาดความรู้ในการทำวิจัย (4) ด้านคุณภาพการวิจัยการพิจารณาทุนในมหาวิทยาลัยไม่มีหลักเกณฑ์ชัดเจน และผู้พิจารณาทุนไม่เหมาะสม เนื่องจากไม่มีผู้เชี่ยวชาญพิจารณาได้ครบทุกสาขาวิชา การพิจารณาต้องการจำนวนของโครงการวิจัยมากกว่าคุณภาพ (5) ด้านการติดตามผลและการประเมินผล สถาบันวิจัยและพัฒนาควรมีการติดตามผลการวิจัยอย่างต่อเนื่อง ต้องการมีคลินิกช่วยเหลือนักวิจัย (6) ด้านการเผยแพร่ผลงานวิจัยมหาวิทยาลัยมีเครือข่ายเชื่อมโยงกับมหาวิทยาลัยนเรศวร แต่ต้องการให้มหาวิทยาลัยราชภัฎเพชรบูรณ์มีเครือข่ายมากขึ้น2. ผลการศึกษาการบริหารจัดการพัฒนาข้อเสนอโครงการวิจัยของมหาวิทยาลัยราชภัฎเพชรบูรณ์ พบว่ามีการบริหารจัดการพัฒนาข้อเสนอโครงการวิจัยเป็นขั้นตอนทั้งหมด 6 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 สถาบันจัดทำเอกสารเงื่อนไขของแหล่งทุน ขั้นตอนที่ 2 สถาบันวิจัยและพัฒนาประชาสัมพันธ์เชิญชวนผู้สนใจส่งข้อเสนอโครงการวิจัย ทั้งทุนภายในและทุนภายนอก ขั้นตอนที่ 3 การจัดอบรมเชิงปฏิบัติการพัฒนาข้อเสนอโครงการวิจัย ขั้นตอนที่ 4 การพิจารณาทุนภายในของคณะ ขั้นตอนที่ 5 การพิจารณาทุนภายนอก ขั้นตอนที่ 6 จัดทำสัญญารับทุน โดยภาพรวมพบว่า เป็นระบบที่มีขั้นตอนสามารถปฏิบัติได้ เป็นประโยชน์และมีความเหมาะสมทุกขั้นตอน สำหรับขั้นตอนที่ได้รับการปรับปรุงและแก้ไข คือ ขั้นตอนการพิจารณาทุนและขั้นตอนการทำสัญญา The purposes of this study were 1) to study the state of the Management on research area in Phetchabun Rajabhat University and 2) to study Management on development of Research Project in Phetchabun Rajabhat University. The research methodology used in this study was Qualitative research and the research instruments were a meeting, questionnaires,interviews and documentary review. The data were analyzed by using content analysis. The results were as follows;1. The state of the Management on research area in Phetchabun Rajabhhat University was revealed that there was The Research and development Institutw for managing the research tasks, enough budgets and funds for conducting research projects, talented lecturers conducting research, determined research tasks as work load for lecturers and an ability to get funds from outside institutes. In conclusion, there were six aspects of State of Management on research area, they were; 1) The Administration: the administrators hasn’t concerned and supported more on lectures’ conducting research. 2) The Budget: the university hasn’t supported funds to train researchers and especially the amount of funds given to researchers hadn’t motivated them. 3) The Management of Human Resource Development: Most of the lectures were active to do research whereas some hadn’t got more knowledge to do research. 4) The Research Quality: the criteria and the experts were not apprppriate for considering the research projects moreover the university wanted the quantity of projects than the quality of projects. 5) The Follow up and Evaluation; The Research and Development Institute should follow and establish a research clinic for consulting researchers. And 6) the Contribution research reports: the university had been a network with Naresuan University. 2. The study of the Management on development of Research Project in Phetchabun Rajabhat University was showed that there were six steps; they were: Step 1. Preparing the research documentary for researchers by The Research and Development Institute. Step 2. The Announcement to invite researchers to conduct research projects. Step 3. Setting the workshop for the research projects. Step 4. The in – campus fund considered by faculty. Step 5. The out – campus fund considered by the research and Development of Institute. Step 6. The Signing of Research Fund Contrats. In conclusion, all steps in the Management on Development of research project were practital, useful and appropriate except step 4 and step 5 that needed to be adopted according to the researchers’ suggestions.
