Abstract:
การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาอุปสรรค ในการปฏิบัติงานด้านป้องกันและปราบปรามอาชญากรรม ตามความคิดเห็นของเจ้าหน้าที่ตำรวจ สถานีตำรวจนครบาล นิมิตรใหม่เกี่ยวกับอุปสรรคดังกล่าว จำแนกตามปัจจัยภูมิหลังทางสังคม ดำเนินการศึกษาจาก เจ้าหน้าที่ตำรวจนครบาลนิมิตรใหม่ จำนวน 88 นาย เครื่องมือที่ใช้ในการศึกษาคือ แบบสอบถาม ซึ่งมีค่าความเชื่อมั่น 0.88 สถิติที่ใช้เป็นค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test และ F-test และเปรียบเทียบเป็นค่าเฉลี่ยรายคู่ โดยวิธีเชฟเฟ
ผลการศึกษาพบว่า
1. เจ้าหน้าที่ตำรวจ สถานีตำรวจนครบาลนิมิตรใหม่ ส่วนใหญ่ มีอายุ อยู่ในช่วง 35 ปีขึ้นไป ร้อยละ 56.82 มีอายุราชการ ตั้งแต่ 10 ปี ขึ้นไป ร้อยละ 62.50 ระดับชั้นยศ ส.ต.อ. - จ.ส.ต. ร้อยละ 56.81 มีระดับการศึกษา ในระดับต่ำกว่าปริญญาตรี ร้อยละ 61.36 เคยได้เข้าฝึกอบรมเพิ่มเติมในช่วง 3 ปีที่ผ่านมา 3 ครั้งขึ้นไป ร้อยละ 52.27 มีรายได้ต่อเดือน 15,000 บาท และต่ำกว่า ร้อยละ 63.64 มีสถานภาพสมรส ร้อยละ 72.73 มีบุตร ร้อยละ 68.20 จำนวนบุคคล ที่อยู่ในอุปการะเลี้ยงดู มีจำนวน 1 คนขึ้นไป ร้อยละ 62.50 ระยะเวลาการปฏิบัติงาน ด้านการป้องกันและปราบปรามอาชญากรรม 5-14 ปี ร้อยละ 56.82
2. อุปสรรคในการปฏิบัติงานด้านการป้องกัน และปราบปรามอาชญากรรม ในภาพรวมอยู่ในระดับมาก ในด้านวัสดุอุปกรณ์และเครื่องมือเครื่องใช้ เป็นอันดับหนึ่ง รองลงมา ด้านงบประมาณ ด้านบุคลากร อันดับสุดท้ายด้านการบริหารจัดการ พบว่า 1) ด้านวัสดุอุปกรณ์และเครื่องมือเครื่องใช้ในภาพรวมอยู่ในระดับมาก มีอุปสรรคใน ข้อ สน.มีการจัดสรรน้ำมันเชื้อเพลิงให้เพียงพอต่อการปฏิบัติงานในหน้าที่ 2) ด้านงบประมาณในภาพรวมอยู่ในระดับมาก มีอุปสรรคในข้อระเบียบการใช้เงินงบประมาณไม่สอดคล้องกับสภาพแวดล้อมความเป็นจริง 3) ด้านบุคลากร ในภาพรวมอยู่ในระดับปานกลาง มีอปสรรคในข้อ สน.มีจำนวนเจ้าหน้าที่ใน การปฏิบัติงานไม่เพียงพอ 4) ด้านการบริหารจัดการ ในภาพรวมอยู่ในระดับปานกลาง มีอุปสรรคในข้อที่มีการจัดอัตรากำลังเจ้าหน้าที่ตำรวจ ของ สน. ในการปฏิบัติงานสายตรวจ ตามบ้านเรือน ตรอก ซอยในเขตพื้นที่ ของ สน.มีความเหมาะสม
3. ผลการเปรียบเทียบ ความคิดเห็นต่ออุปสรรคในการปฏิบัติงานด้านการป้องกันและปราบปรามอาชญากรรม ของเจ้าหน้าที่ตำรวจ สถานีตำรวจนครบาลนิมิตรใหม่ จำแนกตาม
อายุราชการ ชั้นยศ ระดับการศึกษา การฝึกอบรมเพิ่มเติมภายหลังจากปฏิบัติงาน รายได้ต่อเดือน
สถานภาพสมรส จำนวนบุตร จำนวนบุคคลที่อยู่ในการอุปการะเลี้ยงดู ระยะเวลาการปฏิบัติงาน
จากผลการทดสอบสมมติฐาน พบว่า เจ้าหน้าที่ตำรวจสถานีตำรวจนครบาลนิมิตรใหม่ มีความคิดเห็นต่ออุปสรรคในการปฏิบัติงานด้านการป้องกันและปราบปรามอาชญากรรมในภาพรวมส่วนใหญ่ไม่แตกต่างกัน แต่เจ้าหน้าที่ตำรวจที่มีอายุแตกต่างกัน มีความคิดเห็นแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.001
The research aimed to study the opinion on the operative obstruction of criminal prevention and suppression of the police officers in Nimitrmai Metropolitan Police Station and comparing their opinion by their social background. The sample group consisted of the 88 police officers in Nimitrmai Metropolitan Police Station. The instrument was the questionnaire. The reliability of the questionnaire was 0.88. The statistics used for data analysis were percentage, mean, standard deviation, t-test, F-test and pair comparison Scheffes multiple contrasts.
The research found that:
1. The police officers in Nimitrmai Metropolitan Police Station almost was aged more than 35 years old 56.82 percent, civil service tenure more than 10 years 62.50 percent, sergeant police or senior sergeant police 56.81 percent, lower than bachelor degree education 61.36 percent, used to training within 3 years before more than 3 times 52.27 percent, monthly income 15,000 baht and below 63.64 percent, marriage status 72.73 percent, having children 68.20 percent, amount of patronised
person more than 1 person 62.50 percent, criminal prevention and suppression experience 5-14 years 56.82 percent.
2. The obstruction of criminal prevention and suppression in the overview was in the high level. The material and using tool aspect was the first priority after that the budgeting aspect, the staff aspect and the finally the management aspect. 1) The material and using tool aspect in the overview was high level and having the obstruction was the police station provided the fuel sufficiency to operate the duty. 2) The budgeting aspect in the overview was high level and having the obstruction was the budgeting regulation not relevance with the actual environment. 3) The staff aspect in the overview was moderate level and having the obstruction was the police station having the staff was not sufficiency. 4) The management aspect in the overview was moderate level and having the obstruction was the staff rated power of police station to inspect operation at house and alley in responsive police station area was suitable.
3. The result of the opinion comparison to the obstruction of criminal prevention and suppression of the police officers in Nimitrmai Metropolitan Police Station classified by civil service tenure, rank position, educational level, training added after working, monthly income, marriage status, children amount, amount of patronised person, working tenure, showed that the hypothesis test found that the police officer in Nimitrmai Metropolitan Police Station had the opinion on the obstruction of criminal prevention and suppression in the overview was not differently. But the police officers who had different ages had different opinion at statistic significant 0.001.
