Abstract: การศึกษาครั้งนี้มีจุดมุ่งหมาย เพื่อศึกษาสภาพการดำเนินงาน ปัญหาการดำเนินงาน และแสวงหาข้อเสนอแนะในการดำเนินงานการประกันคุณภาพการศึกษา ในโรงเรียนสังกัดกรมสามัญศึกษา สหวิทยาเขตปราสาทหิน จังหวัดนครราชสีมา ประชากรในการดำเนินการวิจัย คือ โรงเรียนสังกัดกรมสามัญศึกษา สหวิทยาเขตปราสาทหิน จังหวัดนครราชสีมา จำนวน 6 โรงเรียน คือ โรงเรียนพิมายวิทยา โรงเรียนพิมาย- ดำรงวิทยาคม โรงเรียนนิคมพิมายศึกษา โรงเรียนห้วยแถลงพิทยาคม โรงเรียนหินดาดวิทยา และโรงเรียนเมืองพลับพลาพิทยาคม เครื่องมือที่ใช้ในการรวบรวมข้อมูล เป็นแบบสัมภาษณ์แบบมีโครงสร้าง (Structured Interview) โดยสัมภาษณ์ผู้รับผิดชอบการดำเนินงานการประกันคุณภาพการศึกษาของโรงเรียน เมื่อภาคเรียนที่ 1 ปีการศึกษา 2544 นำข้อมูลที่ได้จากการสัมภาษณ์มาจัดกลุ่ม แล้วใช้วิธีพรรณนาข้อมูล โดยใช้สถิติในการอธิบายผล คือ ค่าความถี่ (Frequency) ผลการศึกษา พบว่า 1. สภาพการดำเนินงาน จากการศึกษาวิจัย สภาพการดำเนินงานการประกันคุณภาพการศึกษา 6 ขั้นตอนในภาพรวม โรงเรียนในสหวิทยาเขตปราสาทหิน ดำเนินการเรียบร้อยแล้ว 4 ขั้นตอน คือการศึกษาและเตรียมการ การวางแผนประกันคุณภาพการศึกษา การนำแผนประกันคุณภาพการศึกษาไปใช้และการตรวจสอบและทบทวนคุณภาพการศึกษา อยู่ระหว่างการดำเนินงาน 2 ขั้นตอน คือ การพัฒนาและการปรับปรุงมาตรฐาน และการเตรียมรับการประเมินจากองค์กรภายนอก 2. ปัญหาการดำเนินงาน จากการศึกษาวิจัยปัญหาการดำเนินงานการประกันคุณภาพการศึกษา ในภาพรวมมีปัญหาที่ควรปรับปรุงแก้ไข คือ 1) บุคลากรบางส่วนยังขาดความรู้ ความเข้าใจในเรื่องการประกันคุณภาพการศึกษา และส่วนใหญ่ยังขาดความตระหนักในการประกันคุณภาพการศึกษา 2) สื่อ เอกสาร คู่มือ ยังให้แนวทางปฏิบัติยังไม่ชัดเจนพอ 3) ขาดการร่วมคิดร่วมทำจากบุคลากรในการจัดทำธรรมนูญโรงเรียน แผนปฏิบัติการประจำปีและเกณฑ์มาตรฐานการศึกษา 4) สารสนเทศยังไม่เป็นปัจจุบันและขาดการจัดการที่เป็นระบบ 5) ขาดการตรวจสอบประเมินผลทั้งระบบ เน้นเฉพาะการประเมินผลภายในสถานศึกษา 6) เครื่องมือสำหรับประเมินผลภายในมีหลายชุดบางชุดไม่สอดคล้องกับความรู้ของนักเรียนที่ประเมิน 7) นักเรียนขาดความตั้งใจในการประเมินตนเอง 8) คณะกรรมการสถานศึกษาขั้นพื้นฐาน ไม่มีส่วนร่วมในระบบการประกันคุณภาพการศึกษาเท่าที่ควร 9) เกณฑ์มาตรฐานการศึกษาจัดทำขึ้นจากความรู้สึก ขาดการวิเคราะห์จากระบบสารสนเทศและสภาพของโรงเรียน 10) บุคลากรภายในโรงเรียนบางคนไม่เข้าใจว่าระบบการประกันคุณภาพการศึกษามีผลต่อตนเองและการปฏิบัติงานภายในโรงเรียนอย่างไร 3. ข้อเสนอแนะในการดำเนินงาน จากการศึกษาวิจัยผู้ให้ข้อมูล มีข้อเสนอแนะในการดำเนินงานการประกันคุณภาพการศึกษา ดังนี้ 1) ผู้บริหารควรนิเทศ กำกับ ติดตาม การดำเนินงานการประกันคุณภาพการศึกษาอย่างต่อเนื่อง สม่ำเสมอ 2) หน่วยงานต้นสังกัดควรทำความเข้าใจระบบการประกันคุณภาพการศึกษาให้ชัดเจนก่อนขยายผลสู่บุคลากรในโรงเรียน 3) หน่วยงานที่เกี่ยวข้องควรจัดการอบรมให้ความรู้เกี่ยวกับการประกันคุณภาพการศึกษาอย่างต่อเนื่อง 4) โรงเรียนควรจัดทำข้อมูลสารสนเทศสำหรับการประเมินผลภายในให้เป็นระบบและทันสมัยพร้อมใช้งาน 5) สหวิทยาเขตควรปรับและจัดทำเครื่องมือสำหรับการประเมินตนเองร่วมกัน 6) คณะทำงานศึกษาระบบการประกันคุณภาพการศึกษาควรมีอย่างน้อยโรงเรียนละ 5 คน 7) หน่วยงานต้นสังกัดควรจัดทำปฏิทินปฏิบัติงานการประกันคุณภาพการศึกษาให้โรงเรียนปฏิบัติเป็นแนวเดียวกัน 8) โรงเรียนควรจัดสิ่งอำนวยความสะดวกให้เพียงพอต่อการปฏิบัติงานการประกันคุณภาพการศึกษา 9) โรงเรียนควรเปิดโอกาสให้นักเรียนเป็นคณะกรรมการดำเนินงาน เพื่อแก้ปัญหาบุคลากรไม่เพียงพอและสร้างความตระหนักให้เกิดแก่ตัวนักเรียน 10) โรงเรียนควรนำผลการประเมินภายในมาพัฒนา ปรับปรุง การบริหารและการปฏิบัติงานของบุคลากรภายในโรงเรียน ข้อเสนอแนะที่ได้จากการวิจัย 1. สถานศึกษาควรสร้างความรู้ ความเข้าใจ ความตระหนัก เกี่ยวกับการประกันคุณภาพการศึกษาแก่บุคลากรทุกฝ่าย อย่างสม่ำเสมอและต่อเนื่อง 2. ผู้บริหารสถานศึกษาต้องเป็นผู้นำในการดำเนินงาน ส่งเสริมให้บุคลากรร่วมคิดร่วมทำและมีการกำกับ ติดตาม ประเมินผล เพื่อพัฒนางานการประกันคุณภาพการศึกษาให้สำเร็จตามเป้าหมาย The purpose of this study was to study the performance condition, performance problems and seeking the proposal of the performance, Education quality assurance in the schools under The Department of General Education, Prasart Hin School Cluster, Nakhonratchasima Province. The participated population of this research were 6 schools under The Department of General Education, Prasart Hin School Cluster, Nakhon Ratchasima Province, from Pimai Vitthaya, Pimai Damrong Vitthayakom, Nikom Pimai Suksa, Huey-Thalaeng Pittayakom, Hin Dard Vitthaya and Muang Plubpla Pitthayakom. The data collection tools were Structured Interview, by interviewing whom responsible the performance for Education Quality Assurance of the schools. Then the data collect from the obtained into grouped by using descriptive data, Then descriptive statistically that was Frequency value. The study found that., 1. Performance condition. From the performance condition research, education quality assurance, 6 steps in overall. The schools in Prasart Hin School Cluster were performed orderly 4 steps, that was, study and preparation, Education Quality Assurance planning, the usage of Education Quality Assurance plan and Examined and Education Quality reviewed were during under 2 steps performance that was., Development and Standard Improvement, Assessment preparation from External Organization. 2. Performance problems. From the study and research the performance problems, Education Quality Assurance, In overall There were the problems should be improved; (1) Some part of personnel lack of knowledge, the understanding of the Educational quality assurance. And the majority still lack of the realization in Educational quality assurance. (2) Name. documents, handbook, were not clearly guided (3) Lack of contemplate, acts from the personnel for school constitution, annual performance plan and the aspects of Education standard (4) Information was not update and lack of systematic management (5) Lack of inspection, assessment in whole system, emphasizing only on school internal assessment (6) There are many sets of tool for internal assessment, some set did not corresponding and the capacity of the assessed students. (7) The students were lacked of self-assessment. (8) The committees of Basic school did not participate in Education Quality Assurance System (9) The Education standard aspects that was built from the feeling without the analysis from Information system and the condition of the school (10) Some school personnel do not understand the Education Quality Assurance, that how would affected to self and the performance in the school. 3. The performance recommendation. From the study, There are the recommendation for the performance, Education Quality Assurance were (1) The Administrator should supervised, control, followed-up the performance of Education Quality Assurance, continually and regularly. (2) The affiliation unit should makes the right understanding of The Education Quality Assurance in clear view prior expanded to the personnel in the school. (3) The concerned units should trained for the knowledge of Education Quality Assurance, continually (4) The school should arranged the information data for the internal assessment systematic and up-date, ready to use. (5) The campus should adjusted and arrange the tools for self assessment together. (6) The colleagues that studied the Education Quality Assessment should be at least 5 persons. (7) The affiliation units should arranged the performance calendar for Education Quality Assessment to the school performed in the same direction. (8) The school should provided enough facilities to the performance of Education Quality Assessment (9) The school should provided the opportunity to the students to be the performance committees to solve the personnel shortage problems and the realization to the student itself. (10) The school should bring such internal assessment to develop, improve, administrated and the performance of the personnel in the school. Recommendations. 1. The school should build the knowledge, understanding, realization regarding the Education Quality Assurance to every personnel, continually and regularly. 2. The Administrator must be the performance leader, encouraged the Personnel, controlled, followed-up and assessed to achieve the Education Quality Assurance.
