Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบความพร้อมเพื่อรองรับ การประเมินภายนอก ของโรงเรียนประถมศึกษา ในสังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา จำแนกตามขนาดของโรงเรียน กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ เป็นโรงเรียนประถมศึกษาในสังกัดสำนักงาน การประถมศึกษาจังหวัดนครราชสีมา ปีการศึกษา 2545 จำนวน 135 โรงเรียน ผู้ให้ข้อมูล ได้แก่ผู้บริหารโรงเรียนและครูผู้ทำหน้าที่เลขานุการของคณะกรรมการการประกันคุณภาพ ภายในโรงเรียน จำนวน 270 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า จำนวน 53 ข้อ สถิติที่ใช้ได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย ( ) ค่าเบี่ยงเบนมาตรฐาน (S.D.) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) ผลการศึกษาพบว่า 1. ความพร้อมเพื่อรองรับการประเมินภายนอก ของโรงเรียนประถมศึกษา ในสังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา มีความพร้อมอยู่ในระดับ มาก เรียงตามลำดับ คือ ด้านกระบวนการ ด้านปัจจัย และด้านผู้เรียน โดยด้านกระบวนการ มาตรฐานที่ 14 สถานศึกษาส่งเสริมความสัมพันธ์และความร่วมมือกับชุมชนในการพัฒนาการศึกษา มีความพร้อมมากที่สุด รองลงมา ได้แก่ มาตรฐานที่ 13 สถานศึกษามีการจัดองค์กร/โครงสร้าง และการบริหารงานอย่างเป็นระบบครบวงจรให้บรรลุเป้าหมายการศึกษา ด้านปัจจัย มาตรฐานที่ 20 ผู้บริหารมีภาวะผู้นำและมีความสามารถในการจัดการ มีความพร้อมมากที่สุด รองลงมา ได้แก่ มาตรฐานที่ 22 ครูมีความสามารถในการจัดการเรียนการสอนอย่างมีประสิทธิภาพและเน้นผู้เรียนเป็นสำคัญ ด้านผู้เรียน มาตรฐานที่ 12 ผู้เรียนมีสุนทรียภาพและลักษณะนิสัยด้านศิลปะ ดนตรี และกีฬา มีความพร้อมมากที่สุด รองลงมา ได้แก่ มาตรฐานที่ 10 ผู้เรียนมีสุขนิสัยสุขภาพกาย และสุขภาพจิตที่ดี 2. การเปรียบเทียบความพร้อมเพื่อรองรับการประเมินภายนอก ของโรงเรียน ประถมศึกษา ในสังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา จำแนกตามขนาด ของโรงเรียน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 โดยโรงเรียนขนาดใหญ่และโรงเรียนขนาดกลางมีความพร้อมมากกว่าโรงเรียนขนาดเล็ก ส่วนโรงเรียนขนาดใหญ่และโรงเรียนขนาดกลางมีความพร้อมแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายมาตรฐาน พบว่า เกือบทุกมาตรฐานมีความพร้อมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ยกเว้นมาตรฐานที่ 4 โดยโรงเรียนขนาดใหญ่ มีความพร้อมมากกว่าโรงเรียนขนาดเล็ก อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ทุกมาตรฐาน โรงเรียนขนาดกลางมีความพร้อมมากกว่าโรงเรียนขนาดเล็ก อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เกือบทุกมาตรฐาน ยกเว้น มาตรฐานที่ 1 , 5 , 6 และ 12 ส่วนโรงเรียนขนาดใหญ่ กับโรงเรียนขนาดกลาง มีความพร้อมแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติที่ระดับ .05 ทุกมาตรฐาน The purposes of the research aimed at studying and comparing the readiness preparation for the external auditing of primary schools under The Primary Education Office in Nakhon Ratchasima, regarding to the school sizes. The studied sample group was 135 primary schools under The Primary Education Office in Nakhon Ratchasima in the academic year 2002. The informants were 270 of school administrators and the school teachers who worked as secretaries of the working committee of internal quality assurance. The instrument used in data collection was a rating scale questionnaire within 53 items. Percentage, mean ( ), standard deviation (S.D.) and One-way ANOVA were employed in the data analysis. The findings of the study were as follow: 1. The readiness preparation for the external auditing of primary schools under The Primary Education Office in Nakhon Ratchasima was at the high level, respectively ordered as the process aspect, the factor aspect and the student aspect. In terms of the process aspect, the standard 14, “Educational institutes promote the relationship and cooperation among community education organizations in education development”, showed the highest level of readiness. The second highest level in readiness was the standard 13, “Educational institutes have organization management and structures as well as completely systematic administration to accomplish educational goals”. In terms of the factors aspect, the standard 20, “Administrators possess leadership states and capable in management”, showed the highest level in readiness. The second one was the standard 22, “Teachers are capable in effective instruction management focussing on learner-centred”. In terms of student aspect, the standard 12, “Students express appreciation and habitual characteristics in arts, music, sports”, showed the highest level in readiness. The second highest was the standard 10, “Students show good habits, good physical and mental health”. 2. Comparing the readiness preparation for the external auditing of primary schools under The Primary Education Office in Nakhon Ratchasima, regarding to school sizes, showed statistically significant difference at the .05 level. When specifically considered, it was found that there was statistically significant difference at the .05 level in all aspects. Large- size and average- size schools were more ready than small- size schools. Meanwhile, there was no statistically significant difference at the .05 level between the large- size schools and average- size schools. When each standard was considered, it was found that almost of the standards showed statistically significant difference at the .05 level except the standard 4. Regarding to the student aspect, large- size schools were more ready than small- size schools where there was statistically significant difference at the .05 level in all standards. Additionally, average- size schools were more ready than small- size schools where there was statistically significant difference at the .05 level in almost of all standards, except the standards 1, 5, 6 and 12. Large- size schools and average-size schools showed no statistically significant difference at the .05 level in readiness in all standards
