Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและปัญหาการดำเนินงาน ประกันคุณภาพภายในสถานศึกษาและเปรียบเทียบสภาพและปัญหาการดำเนินงาน ประกันคุณภาพภายในสถานศึกษาของโรงเรียนประถมศึกษา สังกัดสำนักงาน การประถมศึกษาจังหวัดนครราชสีมา จำแนกตามขนาดโรงเรียน การดำเนินการวิจัยครั้งนี้ ประชากร ได้แก่ โรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา จำนวน 1,338 โรงเรียน ซึ่งกำหนดขนาดของกลุ่มตัวอย่างโดยการเปิดตารางสำเร็จรูปเคร็จซี่และมอร์แกน ได้กลุ่มตัวอย่าง 300 โรงเรียน แล้วสุ่มตัวอย่างด้วยวิธีการสุ่มแบบหลายขั้นตอน ได้กลุ่มตัวอย่าง โรงเรียนขนาดใหญ่ 71 โรงเรียน โรงเรียนขนาดกลาง 142 โรงเรียน โรงเรียนขนาดเล็ก 87 โรงเรียน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่าจำนวน 85 ข้อ สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบความแตกต่างระหว่างค่าเฉลี่ยของกลุ่มตัวอย่าง โดยใช้การวิเคราะห์ความแปรปรวนทางเดียว และทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่โดยวิธีของ Scheffe’ ผลการวิจัย พบว่า 1. สภาพการดำเนินงานประกันคุณภาพภายในสถานศึกษาของโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา โดยภาพรวมอยู่ในระดับปานกลางเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการเตรียมการ และด้านการดำเนินงาน อยู่ในระดับมาก ส่วนด้านการรายงานการประเมินตนเองอยู่ในระดับ ปานกลาง เมื่อพิจารณาเป็นรายด้านจำแนกตามขนาดโรงเรียน พบว่า 1.1 ด้านการเตรียมการ พบว่า โรงเรียนขนาดใหญ่ และขนาดกลางมี การดำเนินงานอยู่ในระดับมาก โรงเรียนขนาดเล็ก มีการดำเนินงานอยู่ในระดับปานกลาง 1.2 ด้านการดำเนินงาน เมื่อพิจารณาเป็นรายด้านย่อย พบว่า ด้านการวางแผน และด้านการดำเนินงานตามแผนโรงเรียนขนาดใหญ่ ขนาดกลางและขนาดเล็กมีการดำเนินงานอยู่ในระดับมาก ส่วนด้านการตรวจสอบประเมินผล และด้านการนำผลการประเมินมาปรับปรุงงาน โรงเรียนขนาดใหญ่ ขนาดกลางและขนาดเล็กมีการดำเนินงานอยู่ในระดับปานกลาง 1.3 ด้านการรายงานการประเมินตนเอง พบว่า โรงเรียนขนาดใหญ่ ขนาดกลาง และขนาดเล็ก มีการดำเนินงาน อยู่ในระดับปานกลาง 2. ปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษาของโรงเรียน ประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมาโดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการเตรียมการและด้านการรายงาน การประเมินตนเองมีปัญหาอยู่ในระดับปานกลาง ส่วนด้านการดำเนินงานมีปัญหาอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านจำแนกตามขนาดโรงเรียน พบว่า โรงเรียนขนาดใหญ่ ขนาดกลาง และขนาดเล็ก มีปัญหาอยู่ในระดับปานกลาง ทุกด้าน 3. การเปรียบเทียบ สภาพการดำเนินงานประกันคุณภาพภายในสถานศึกษาของ โรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา ขนาดใหญ่ ขนาดกลาง และขนาดเล็ก โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อเปรียบเทียบความแตกต่างเป็นรายคู่ตามขนาดโรงเรียน พบว่า โรงเรียนขนาดใหญ่ มีสภาพ การดำเนินงานโดยภาพรวมสูงกว่าในโรงเรียนขนาดกลางและขนาดเล็ก เมื่อเปรียบเทียบ เป็นรายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 2 ด้าน คือ ด้านการเตรียมการ และด้านการรายงานการประเมินตนเอง เมื่อเปรียบเทียบเป็นรายคู่ พบว่า โรงเรียนขนาดใหญ่ มีสภาพการดำเนินงานด้านการเตรียมการ และด้านการรายงาน การประเมินตนเองสูงกว่าในโรงเรียนขนาดกลางและขนาดเล็ก ส่วนด้านการดำเนินงาน พบว่า แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติที่ระดับ .05 4. การเปรียบเทียบปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษาของ โรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา พบว่า โรงเรียนขนาดใหญ่ ขนาดกลางและขนาดเล็กมีปัญหาการดำเนินงานประกันคุณภาพภายใน สถานศึกษาแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติที่ระดับ .05 ทั้งเมื่อพิจารณาในภาพรวมและเป็นรายด้านย่อย The purposes of this research were to study the Internal Quality Assurance in Schools and to compare the Internal Quality Assurance in Primary Schools under the Primary Education Office in Nakhon Ratchasima which divided by the school sizes. The subjects for this research consisted of 1,338 Primary Schools under the Primary Education Office in Nakhon Ratchasima. The 300 Schools of subjects were used by using the Krejcie and Morgan instant table. The sampling subjects were 71 large size schools, 142 medium size schools, and 87 small size schools classified by stratified random technique. The tools used that use for collecting the data were the questionnaires of estimation scale type with 85 items. The data analyzed by the statistical techniques of percentage, mean and standard deviation. The differentiation test between the mean of sampling subjects was done by one – way analysis of variance. Also testing the differentiation between the mean in each couple of sampling subject by Scheffe’s method. The results of the research showing that : 1. The overview of Internal Quality Assurance in Primary Schools under the Primary Education Office in Nakhon Ratchasima was in a ”moderate” level. When considered into each section it was found that the preparation section and the processing section was in a “ much level”. However, in the self – evaluating report section was in a “ moderate level”. When considered into each section which divided by the school sizes it was found that: 1.1 For the preparation section found that the large size schools and the medium size schools was in a “ much level”. The small size schools were in a “moderate level”. 1.2 For the preparation section, when considered in to each sub –sections, the planning section and the processing following the planning section in the large size schools, medium size schools, and the small size schools were in a “much level”. For the evaluating section and the renovating section in the large size schools, the medium size schools, and the small size schools were in a “moderate level”. 1.3 For the self – evaluating report section, the large size schools, the medium size schools, and the small size schools were in a “moderate level”. 2. The overview of problems of internal quality assurance in primary schools under the Primary Education Office in Nakhon Ratchasima was in a “moderate level”. When considered into each section it was found that the preparation section and the self- evaluating report section were in a “moderate level”. For the processing section, it was in a “ much level”. When considered into each section divided by the school size it was found that the large size schools, the medium size schools, and the small size schools had a problemsing “moderate level” in every section. 3. The comparison of internal quality assurance in primary schools under the Primary Education Office in Nakhon Ratchasima for the large size schools, the medium size schools, and the small size school by overview was significantly different at the .05 level. When compared a sampling subject in each couple it was found that the large size schools had a level of internal quality assurance higher than the medium size schools and the small size schools. When compared in each individual section, it revealed that two sections were significantly different at the .05 level. They were the preparation section and the self – evaluating section. When compared a sampling subject in each couple, the large size schools had a level of the Preparation Section and the self – evaluating report section higher than the medium size schools and the small size schools. There were no significant differences at the .05 level on the processing section. 4. The comparison of problems of internal quality assurance in primary schools under the Primary Education Office in Nakhon Ratchasima in the large size schools, the medium size schools, and the small size school was not significantly different at the .05 level when considered both by overall and by individual section.
