Abstract:
The objectives of this independent study were to compare financial performance and operating efficiency of Social Security Office of Thungsong Branch and those of Nakhon Si Thammarat Provincial Social Security Office and those of the overall of Social Security Office of Thailand. Data was collected from Social Security Office of Thailand from 1998 to 2008. It included the collection of contribution, benefit expenses and administrative expenses.
It was found that between1998 to 2008 the contribution collected by Social Security Office of Thungsong Branch increased roughly 32.7 % per year. Each year more than 95% of total contributions were collected. Increasing rate between 1998 to 2004 was 19.4 126.6 % and since 2005 it dropped to 4.3 5.7%. The trend was the same as that of Provincial Social Security Office and that of the overall of Social security Office of Thailand.
From 1998 to 2008, benefit expenses of Social Security Office of Thungsong Branch increased about 28.8 % per year.The 35 % of total benenfits belonged to the maternity benefit payment and followed by child allowance benefit payment which was 33% of total benefits.The benefit payment trend of Social Security Office of Thungsong Branch increased the same as that of Provincial Social Security Office but different from that of the overall of Social Security Office of Thailand. When compared contributions andbenefit expenses, it was found that net contributions increased in the high rate. Between 1998 to 2006, net contribution rate was 32.9 74.1%. It was down to 49.9 % in 2008 because the contributions went down but benefit payment increased.
The administrative expenses of Social Security Office of Thungsong Branch increased 8.4% per year that less than Provincial Social Security Office and that of the overall of Social Security Office of Thailand. The highest amount 80% belong to personel expenses and followed by operating expenses 7- 12% of the total administrative expenses.
When compared the administrative expenses ratio with contributions, the numbers of enterprises and the numbers of insured persons, it was found that the efficiency of Social Security Office of Thungsong Branch was better than that of Provincial Social Security Office and that of the overall of Social security office of Thailand. However when compared the numbers of personel ratio with contributions, the numbers of enterprises and the numbers of insured persons, it was found that those of Social Security Office of Thungsong Branch were fewer than those of Provincial Social Security Office and those of overall of Social Security Office of Thailand.
